Participatory Planning, Monitoring and Evaluation Course

Participatory Planning Monitoring and Evaluation (PPM&E) has become an important tool for ensuring efficiency, effectiveness and relevance in development efforts. Conventionally, PPM&E is an external event used for upward reporting specially for donors to determine the fate of projects. This has changed and PPM&E has become a Participatory tool for problem solving, learning, reflection, documentation and accountability to all stakeholders.

There are major shifts that contributed to the growing interest in PPM&E.

  • After much trial and error, it become clear that economic growth alone is not sufficient to improve the quality of life. Thus, tools like PPM&E are critical in the learning process to understand the dynamics of other issues like environment, equity, and capacity building to achieve economic growth
  • Major cause of failed projects is weakness in the management and implementation process.
  • Global financial resources are shrinking. More and more organizations are expected to show accountability internally and to donors and the general public at large. PPM&E provides direction for optimal use of limited resources and achieves the goal of accountability
  • Increased attention to process, results and impact in contrast to focusing on inputs, activities and outputs only

It is in the background of the above understanding that IIRR-Africa developed the course in Participatory Planning, Monitoring and Evaluation

Learning Objectives

The course aims to enhance the impact of development programs by improving the accountability of development organizations. This can be achieved by enhancing the capacities of development workers in the region. More specifically the course will enable the development worker to:

  • Link planning, monitoring, evaluation to learning and accountability
  • Explain concepts related to planning, monitoring and evaluation
  • Understand different types of monitoring including how to conduct impact monitoring and impact evaluation
  • Adapt and apply various participatory planning, monitoring and evaluation tools
  • Design simple monitoring framework for projects and programs

  • Rationale for monitoring and evaluation - linking planning and monitoring to accountability
  • Concepts and definitions of planning, monitoring and evaluation
  • Participatory and conventional approaches to PME from planning to monitoring to evaluation
  • Gender mainstreaming in PME
  • Different types of PME, impact monitoring
  • PME tools and methods
  • Setting up a monitoring system
  • Data gathering, sampling and analysis
  • Presentation and use of results
  • Report writing

Learning Methods

Agency visits, practical field exercises on various aspect of PME, case studies, individual and group work, structured readings and sharing of experiences will be employed. Participants will also develop action plans to improve the performance of their organizations when they return home. Each participant is expected to bring in a written experience, tools and other useful materials and information for sharing with others.

The course is useful for all development workers but more so to PME and MIS officers, program and project managers and CBO/local NGO leaders

Course Fees

The course fee is $1,300 for residents of the host country and $1,500 for non-residents. A 10% discount will be given to female participants. The fee does not include personal costs, international transport and health insurance.

Introduction

Development experience over time has proved that to achieve sustainable, people centered development, progress towards equality in the roles of women and men is essential. Development practitioners need to understand the prevailing gender relations and design programmes that enable equitable access to resources and benefits.

Capacity gaps among development workers hamper efforts in sustainable gender equitable development because:

  • There is acute shortage of skilled suppliers in gender mainstreaming in Africa. Majority of suppliers offer very basic gender awareness courses. Other areas of interest such as organizational gender audit/assessment, engendering national programmes, gender analysis of national policies, lobbying and advocacy are rarely offered beyond the confines of individual civil society organizations.
  • High cost of training abroad. Most training opportunities are available in few training institutes, mostly, being in Europe. The overall cost of training is high, and the trainings are irregular thus limiting participation.
  • Content that is contextualized to the African situation. There is need to build capacities of African development practitioners using material that is contextualized to their situation. Most of the content of Gender courses has been developed in the West and may not always be appropriate for the African situation.
  • Limited documentation and sharing of gender analysis tools and techniques appropriate for (and homegrown) in the African situation.
  • Limited follow up and support. Most service providers are not available or are unable to offer effective post workshop support in Africa.

The Course is designed for development professionals who seek to build up their skills and knowledge in mainstreaming gender in their organizations and their programmes and projects. The Course will focus on concepts and approaches to mainstreaming gender and how to operationalise these within the total organization.
The overall aim of the course is to enhance the understanding of the concepts of Gender and Development, and in mainstreaming gender in institutions and programmes.

Course participants will:

  • EXPLORE the history and rationale for Gender and Development in programming.
  • UNDERSTAND the concepts and inter- linkages between gender and organizational development
  • GAIN practical understanding of gender needs assessment tools including the institutional audit.
  • BE INTRODUCED to SPSS based computer software for analysis of gender needs assessment and the institutional audit.
  • GAIN SKILLS in planning, monitoring and evaluating gender mainstreaming within institutions and programmes.

Course Content

The Course covers the history and rationale of gender and organizational development, gender analysis and planning, methods and processes for gender needs assessment and institutional audit.
To clarify the bridging of policy and practice, participants will explore the gender and organization mission and values, policies, resources, strategy and organizational culture.

Participants will also share ideas and experiences in mainstreaming men in gender, it’s challenges and emerging opportunities.

Duration and training methodology

The course takes two weeks. A variety of participatory training techniques and methods are employed to ensure that participants develop the confidence to translate lessons learnt into programs/projects for their organizations.

Course fees

The fees for these courses are $1,300 for participants of the host country and $1,500 for other nationals.
The fee covers tuition, training handouts, cost of field trips and full-board accommodation. Participants are expected to pay for their own travel to the venue, medical and insurance covers as well as out-of-pocket allowances. As part of IIRR-Africa’s policy to promote women in leadership positions, organizations that will send female participants will get a 10% discount.

Organizational Development and Strategic Management

The last two decades have witnessed an unprecedented growth of civil society organizations especially CBOs and Indigenous NGOs in Africa. This rapid growth has changed the role of many national and international development organizations from being direct implementers of projects to being capacity support organizations of newly created NGOs/CBOs and associations.

The challenge is two-fold. First, the local CBO/NGOs are in their very nascent stage. Therefore they need more time and resources to build their capacities to achieve their missions.Secondly, the bigger organizations that assumed the new role of capacity building struggle with their own capacity issues and know very little about building the capacity of others

Also in the global scene,donors and the general public is concerned about development organizations in terms of their:

  • Accountability and professionalism
  • Organizational focus to achieve impact
  • Good governance and management practice

In response to this, the emerging trend in development is to include capacity building and organizational development to produce development impact that also has process dimensions.
It is against this growing demand that IIRR-Africa developed a practical course in Organizational Development and Capacity Building for CBOs/NGOs.

Learning Objectives

The course will enable CBO/NGO and their support organizations to function more effectively and efficiently to sustainably achieve development impact. It will enable them to:

  • Link organizational, management and leadership effectiveness and efficiency to development impact
  • Understand concepts of organizational and institutional development (OD/ID) and capacity building
  • Understand and adapt tools for organizational self-assessment
  • Undertake organizational assessment of CBOs and design capacity building interventions

Learning Methods

Educational videos, agency visits, practical field exercises on various aspect of PME, case studies, individual and group work, structured readings and sharing of experiences will be employed. Participants will also develop action plans to improve the performance of their organizations when they return home. Each participant is expected to bring in a written experience, tools and other useful materials and information for sharing with others

Who should attend

The course is relevant to all who are involved in CBO/NGO capacity building of large organizations as well as CBO and NGO leaders. In the past, senior staff from CARE, Save the Children, UNDP, UNICEF, Norwegian Church Aid, Norwegian People’s Aid, etc. from several African countries participated.

Public Awareness Skills for Strategic Communication

Many development agencies do not fully understand the role of Public Awareness (PA) in their development work and so, continue to suffer from inadequate and inappropriate information creation and dissemination. In many development organizations, public awareness is not integrated into development work and the public awareness skills of the staff are not fully developed.

Most of the NGOs and CBOs that IIRR partners with in the region have expressed the need to be equipped with practical skills in PA. They desire to know what to say, when to say it and how; they would like to know which media to use to disseminate development information to their target audiences.

The evidence of this need is the sudden emergence of many small organizations that are offering short-term courses in PA, and the interest that the whole topic of PA is arousing in the region.

Goals

The goal of the Public Awareness Skills Development Course is to equip institutions, development agencies and relevant government departments in the Africa Region with knowledge and skills to manage the acquisition, processing, exchange, utilization and dissemination of information and as a result, galvanize public government and donor support to agricultural research in particular but to development in general

Learning Objectives

The course is designed to enable participants to:

  • Identify the audiences and their information needs
  • Develop the right message
  • Identify the most appropriate media
  • Evaluate and monitor the Public awareness efforts.

The PA course covers the following areas

  • Assessing the information needs of the organization
  • Identifying the key audiences for your organization
  • Assessing the audiences’ information needs
  • Developing the right organizational messages.
  • Identifying the right Public Awareness tools
  • Monitoring and evaluating Public Awareness activities

Who should attend?

The course targets the communication and public relations personnel of local and international development organizations, NGOs, and relevant Government departments. As with all IIRR trainings, the course encourages gender parity in participation. Incentives are given to encourage women participants. Each of those trained is expected to train others to produce a critical mass of public awareness practitioners in the region.
At the end of the training, each participant generates an action plan that they implement in their organizations. The action plans are also useful for subsequent follow-up.

Methodology

The course gives participants hands-on experience to compliment the lectures, group work, panel discussions, case studies, and simulation exercises. Towards the end of the workshop, participants are required to come up with communication strategies as groups, as well as individual action plans for their organizations.
A lead facilitator takes charge of the course and works with the other highly skilled and qualified facilitators to deliver the course.

Course Fees

$750 (applicable to all participants).

These courses will take 3-5days.They will be advertised and their offer will depend on the number of subscribers. Course being developed are:

  • Open Space Methodologies

These courses will target senior, middle and project managers.

Tailor Made/Customized Courses:

IIRR-Africa has a remarkable capacity to adapt courses to the needs of specific agencies. In the past, IIRR has packaged and conducted courses for CARE Kenya and Zambia, Action Aid Gambia, Farm Africa in Kenya and Ethiopia, Oxfam Zambia, WFP Ethiopia, LWF in Kenya, FAO, Catholic Relief Services Ethiopia, to name only a few.

Technical Services

Again, using our practical field experiences, IIRR has provided wide range of technical services in Organizational Assessment, Evaluating projects and programs, formulating strategic plan, development of M&E systems and facilitation services. Support in this area was provided to CARE Kenya, Food for the Hungry Ethiopia, Norwegian Church Aid Ethiopia and Sudan, Royal Norwegian Embassy Tanzania, RELMA/ICRAF, FAO etc. to mention a few.

Documentation and Publication

Many organizations are weak in documentation. This is one area that IIRR focuses on to enhance the capacity building of development organizations. Over the years, IIRR has supported several African development organizations to document and package their experiences and share with others. Using an innovative and unique approach, IIRR brings experts (Researchers, Extension Workers and Community members) together with Artists, Editors, and Desktop publishing experts who produce publications in a short span of time to document their experiences and produce publications for sharing.

Over the years, IIRR-Africa has assisted CARE Kenya, CARE International, RELMA, SIDA, AMREF, FAO, and Norwegian Church Aid Ethiopia in the documentation of their experiences. Also in collaboration with ITDG Kenya, Cordaid, ICCO, Royal Norwegian Embassy in Ethiopia, FGAE Ethiopia, Ford Foundation and FAO, IIRR has produced practical guides, tool kits and manuals for use by development practitioners.
