POSITION ANNOUNCEMENT
Regional Director for Asia
General description
The Regional Director for Asia is responsible for providing overall direction and supervision in the planning and implementation of the Institute’s rural development programs and projects in Asia. The job includes resource generation initiatives to support program and management goals and objectives within the Institute’s chosen geographic coverage.
The Regional Director will manage a staff of professionals principally based in the Philippines but delivering projects in South China, the Mekong River Basin and Southeast Asia. The position reports directly to the President and is a member of the Institute’s Global Management Team.
Key responsibilities

Planning and direct supervision of the regional center’s program of work that includes field programs (Learning Community program), education & training activities, and action research & publication of key learning from the field. To grow the Asia program commensurate with the growth of the Institute as a whole.
- To oversee and manage the Y. C. James Yen Center in Silang, Cavite as the training facility attached to the Regional Center for Asia.
- Leadership in formulating and developing proposals to support regional center programs consistent with the Institute’s medium-term plans.
- Coordination of resource generation efforts for programs in Asia with the President and the Global Management Team.
- Development and maintenance of substantive linkages with partner agencies and members of the donor community for program development, resource development and partnership activities in Asia.
- Direct supervision of a staff of multinational development professionals with diverse expertise and responsibilities across the region.
- Management of administrative systems and processes relative to finance, human resource, and related areas.
- Representative of IIRR viz. external stakeholders including government agencies, multilateral agencies operating in the region, partners, clients and donors.
Requirements
- Masters degree in development management, international development, economics, social sciences or related fields required; PhD encouraged but not necessary.
- At least ten (10) years relevant work experience in participatory program development and management with either international development agencies or local NGOs in Asia.
- Minimum of five (5) years experience in a senior management capacity working with institutions on program management, financial management and/or resource development.
- Excellent written, oral communication skills in English; knowledge of a regional language(s) is a plus.
- Strong analytical skills.
- Proven track record in fund-raising and dealing with donor agencies whether private, bilateral and/or multilateral.
- Demonstrated ability and operational skills suited to managing rural development programs.
- Knowledge or experience in training and action research methodologies.
- Familiarity with methods, tools, techniques in participatory planning, monitoring and evaluation.
- Ability to lead a team that is multidisciplinary and multicultural in ethnicity and orientation.
Work Base and Compensation
The position of Regional Director for Asia is based in the Philippines at the Y. C. James Yen Center in Silang, Cavite. The Yen Center is a training and research campus with housing provided for all directors, program specialists and staff.
Compensation is competitive and based on experience and credentials. The compensation package includes membership in the Institute’s pension/provident fund fully vested by the organization. A professional services contract for three (3) years is offered for the position.
