(QUEZON CITY, Philippines) - The Regional Center for Asia recently attended the two-day National Consultation on “Strengthening Climate Resilience (SCR)” held May 18-19 in Quezon City, Philippines. The national consultation was organized by Plan International and Christian Aid.
SCR is a new DfID-funded Multi-Regional programme that aims to enhance ability of governments and civil-society organizations in developing countries to build the resilience of communities to disasters and climate change. The national consultation is part of a two-year programme of work that will be implemented by a consortium led by the Institute of Development Studies and which includes Plan International and Christian Aid. SCR activities includes gathering an evidence-base, conducting field research, promoting Climate-Smart Programme Approach, and fostering, promoting and supporting linkages between groups of actors within the climate change adaptation, disaster risk management and development community more broadly.
Inputs on disaster and climate risks were presented during the said consultation. Good practices on disaster risk reduction and climate change adaptation were also shared by SCR partner organizations including CSO’s and local government units. SCR also recognized the importance of the consultation to other bilateral initiatives on community resilience like the Partners for Resilience where IIRR is a member. Agri-Aqua Development Coalition (AADC) from Mindanao and a PfR partner also joined the SCR Consultation. The Partners for Resilience consist of the Netherlands Red Cross, CARE Netherlands, Cordaid, Wetlands International and the Red Cross/Red Crescent Climate Centre. The alliance strongly believes in the central role of resilience as the way to effectively deal with development in disaster-prone areas and affected ecosystems.
PfR will be launching a five-year Philippine program and will be adopting the following strategies:
(1) Sustainable economic development and poverty reduction,
(2) Strengthening of civil society and community empowerment and
(3) Policy dialogue and advocacy for stronger DRR/CCA policies and increased resources at all levels.
The PfR country program identified CARAGA, Cordillera and the National Capital Regions as project areas. Recently, PfR conducted a parallel consultation among CSOs working on DRR, CCA and Ecological Based Approaches in the 3 regions to avoid duplication but rather strengthen collaboration and synergy.
