IIRR Supports the National Strategy Formulation of REDD Plus in the Philippines

by Marise Espineli

(SILANG, Cavite, Philippines - March 24, 2010) - IIRR provided support to Non-Timber Forest Products and other partners in the National Strategy Formulation of Reduce Emission from Deforestation and Degradation (REDD) Plus in the Philippines through the ‘writeshop’ process. REDD is an effort to create financial value for carbon stored in forests, offering incentives for developing countries to reduce emissions from forested lands and invest in low-carbon paths to sustainable development.

IIRR provided ongoing documentation to help authors incorporate the comments and suggestions. More than sixty representatives from the Department of Environment and Natural Resources, the academe, NGOs, local communities, and REDD national and international experts participated in the three-day activity to draft the national strategy on REDD. It was held in Punta de Fabian Resort in Baras, Rizal, Philippines, from March 17-19, 2010. The Philippine approach is seen as a model for REDD strategy formulation in other developing countries.

IIRR customized the writeshop process to the context of REDD strategy formulation by engaging authors to present key highlights of their papers. In total, participants presented papers on nine areas relevant to the REDD strategy formulation: SWOT (Strengths, Weaknesses, Opportunities, Threats) on REDD; Strategic Direction; Enabling Policy; Governance; Resource Use and Allocation; Research and Development; Capacity Building; Measuring, Reporting and Verification; and Sustainable Financing. These drafts were presented in two rounds for comments and suggestions. All nine documents were completely presented in full text form during the second round. Integration and editing will be completed as a post-writeshop activity.

The IIRR team was comprised of Marion Tan, Maggie Rosimo and Lilibeth Sulit-Villela.
