Institutional Capacity Building and Human Resource Development

Despite the signing of the 2005 Comprehensive Peace Agreement, poverty, inequality, a massive surge in population due to the influx of internally displaced persons, weak government and a human resource base that lacks the skills needed to create and maintain sustainable livelihoods, Southern Sudan has a long way to go to reach stability and prosperity.  The newly formed government of Southern Sudan lacks the crucial management and human resource capacity needed to govern this emerging nation.

Hand-in-hand with the Sudanese people and the government, and in partnership with the UN Food and Agricultural Organization (FAO), IIRR is implementing human resource and institutional capacity assessments of government programs in five of the country’s ten states. In addition, IIRR has completed more than thirteen trainings for organizations such as the Lutheran World Federation and Norwegian Church Aid.

IIRR is partnering with NGOs to create Integrated Action Research and Learning sites, which will be replicated throughout the country. These research and learning sites will build the capacity of local communities in the areas of food security, community-managed disaster risk reduction, gender mainstreaming, basic education, HIV/AIDS and post-conflict peace and reconciliation, thus enabling the people of Southern Sudan to become agents of change for their new nation .
